Systems and Computing Engineer from Los Andes University, where she also made a specialization in IT Management. Visionary leader, an expert in ICT policies formulation and implementation, with more than 35 years of experience in management of both public and private organizations, as well as programs and projects of high impact on society.

 

She was the coordinator of the Colombian Y2K Project, executive director of Computadores para Educar and director of the Online Government Strategy. Between 2012 and 2016 Maria Isabel was the Deputy Minister of Information Technologies at the Ministry of ICT, a position from which she played the role of Colombia’s CIO.
